Members absent: Greenwood. Moved by Schmitt, seconded by Kincaid that the Agenda, as proposed, be approved. Ayes: Six. Absent: Greenwood. Motion carried. Mayor Hurley reviewed the Standing Committee agendas for Monday, January 9, 2006. Mayor Hurley and Council Members reviewed agenda items that have been placed on the council agenda of Monday, January 9, 2006. Items discussed included: 1. Amendment to Agreement with Advanced Heat Treat Corp. The development agreement was signed in March 1998 to construct a 35,000 square facility at the Airport Industrial Development Park. A part of the agreement required an additional 19,000 square foot addition to the new building by December 31, 2005 or deed a portion of the land back to the city and replace the temporary west wall with a wall similar to the other side of the building. In lieu of deeding the property back to the city, the agreement gave Advanced Heat Treat Corp. the option to pay $35,000 for the property. At this time, Advanced Heat Treat has asked that the time for construction of the permanent wall be extended until December 31, 2008 and they have agreed to purchase the property in lieu of the reversion for $35,000. 2. Acceptance of 2005 Assistance to Firefighters Grant Program with U.S. Department of Homeland Security in the amount of $215,381.00, with city's cost of $53,845.00 to be used to replace backup generator at Fire Station #1 and install new generators in the rest of the fire stations. The Fire Department had already budgeted to replace the generator at Fire Station #1, and this grant will allow them to put new generators in all the fire stations for only the cost of the one generator with the grant pickup up the rest of the cost. The backup generators are used in case of disasters. Councilperson Kincaid noted he had read that Homeland Security was going to cutback on the funds for smaller communities and target selected larger cities. Chief Ned DeBerg noted Homeland Security Funds allocated for the State of Iowa were cut by 35 percent last year, and they are expected to cut the funding another 50 percent this year. Chief DeBerg noted that Waterloo is a larger Iowa city and should be in line for funding. 3. Amendments to the Wards and Precincts Ordinance. The amendment is necessary because there is no longer a need fro the East Waterloo Township Precinct 2 voting district. With no further business before the council, it was moved by Welper, seconded by Schmitt that the meeting be adjourned at 8:17 a.m. Ayes: Six. Absent: Greenwood. Motion carried.
