Members absent: Cole. Moved by Schmitt, seconded Kincaid that the Agenda, as proposed, be approved. Ayes: Six. Absent: Cole. Motion carried. Mayor Hurley reviewed items that are on the Standing Committee agendas scheduled for Monday, February 20, 2006. Mayor Hurley reviewed items that are the council agenda scheduled for Monday, February 20, 2006 and the following items were discussed. 1. Mayor Hurley reported he may add the appointment of the Superintendent of Central Garage and an exception to burning request. 2. The request of Michael Beckman to rezone property located at 504 Riehl Street for the purpose of an auto sales display lot. Councilperson Schmitt reported that the Planning, Programming and Zoning Commission recommended approval of the request with the requirement that the fence be extended and no additional access will be allowed. 3. The 28E Agreement with Black Hawk County for Building Maintenance Administration for a two-year period. Councilperson Greenwood asked that this item be pulled from the agenda and a work session be scheduled. Councilperson Greenwood would like to understand what Lou Cutwright does here at the city and for Black Hawk County. Councilperson Getty is interested in what Black Hawk County pays for the services and is also interested in the contracts the city has with the county for Planning and Zoning and inspection services. Mr. Cutwright reported that in past years, the agreement has generated $12,000 to $13,000 for the general fund. 4. Change Order No. 1 for an increase of $7,515.76 for work performed by Michael Painting in conjunction with the Five Sullivan Brothers Painting and Wall Finish Project. Lou Cutwright, Building Official, reported Rooms 10-13 at the Convention Center were built with acoustic panels installed over concrete block. When the panels were removed, the contractor was unable to put them back on and the panels were completely removed from two walls, and the walls had to be sheet rocked. Several of the walls were out of line and were not anchored. Councilperson Kincaid asked if the city receives any revenue on the touchplay machines, and Mayor Hurley responded he would check into that. Councilperson Greenwood asked about the requirement to display numbers on buildings. Eric Thorson, City Engineer, replied house numbering is enforced on a complaint basis. When a complaint is received, the property owner is notified that the city's ordinance requires that house numbers be displayed. If the property owner does not install the numbers, the city will put them on and assess the property owner. With no further business before the council, it was moved by Greenwood, seconded by Schmitt that the meeting be adjourned at 8:30 a.m. Ayes: Six. Absent: Cole. Motion carried. Nancy Eckert City Clerk
