HomeMy WebLinkAbout04.13.2006COUNCIL WORK SESSION April 13, 2006 8:00 a.m. Council Chambers Members present: Mayor Hurley, Kincaid, Welper, Gunderson, Getty, Cole, Schmitt, Greenwood. Moved by Schmitt, seconded by Kincaid that the Agenda, as proposed, be approved. Ayes: Six. Absent: Greenwood. Motion carried. Mayor Hurley reviewed the Standing Committees meetings scheduled for Monday, April 17, 2006. Greenwood now present at 8:04 a.m. Mayor Hurley reviewed items on the Council agenda for Monday, April 17, 2006 and the following items were reviewed: 1. A new date of hearing and bid opening has been scheduled for May 8, 2006 on the F.Y. 2006 E. San Marnan Drive Paving Improvements, Contract No. 698. The staging has been changed to accommodate the businesses. 2. The request of M.E.N.D. L.L.C. to rezone from "R-2" One and Two Family Residence District to "R-3,R-P" Planned Multiple Residence District for property generally located along Cottage Grove Avenue in the proposed Scotch Grove Addition for the purpose of development of seven 8-plex condos as well as approximately 31 one and two family dwellings. A petition has been received from over 20 percent of residents within 250 feet of the rezoning, so it will require a 3/4 vote of the council to pass. 3. The purchase of the abandoned rail line from Union Pacific Railroad at a cost of $18,345.25 plus $2,000.00 for incidentals for property to be used as part of the redevelopment of the Eastside Housing Project. This was previously approved by the council for a lower costs. 4. The bargaining contracts with the five unions were discussed. Bob Stringer, Human Resources Director, explained the proposed agreements. Councilperson Greenwood asked if wellness screening was included in the health package. Mr. Stringer responded that the contracts include the same health benefit package except for increased deductibles, out-of-pocket maximums and employee contributions. 5. The hearing date of April 24, 2006 for the FY2007 One Year Action Plan — Community Development Block Grant and HOME Program funds was discussed. The Clerk's office has received a letter from the Engineering Department and El Centro concerning the proposed allocations. With no further business before the council, it was moved by Greenwood, seconded by Welper that the meeting be adjourned at 8:23 a.m. Ayes: Seven. Motion carried. Nancy Eckert City Clerk
