Moved by Gunderson, seconded by Welper that the Agenda, as proposed, be approved. Ayes: Five. Absent: Kincaid, Greenwood. Motion carried. Mayor Pro Tem Schmitt reviewed items on the Standing Committee agendas for Monday, May 22, 2006. Kincaid now present at 8:03 a.m. A 25-year lease agreement with the National Guard is on the Building & Grounds Committee agenda. The National Guard is renovating and adding onto their site at 3106 Airport Boulevard. As part of the renovation, they are working to expand their parking area and would like to do so to the north of their current site. The lease agreement would allow the National Guard to construct a parking lot on the southerly 125 feet of the city -owned parcel to the north of their site. The parking lot would be maintained by the National Guard and would be available for shared use by a company developing the city -owned lot that remains. Greenwood now present at 8:04 a.m. Mayor Pro Tem Schmitt reviewed items on the Council agenda for Monday, May 22, 2006 and the following items were discussed. The request of Harold and Charlene Burington to rezone from Agricultural to One and Two Family Residence District property located at 4466 Wagner Road. The Planning, Programming & Zoning Commission has recommended denial of the request. The area in question is predominantly an agricultural setting with farms surrounding the property on all sides and only three residences in the immediate vicinity. The applicants originally submitted the request to rezone the property to Conditional Commercial District to allow for a commercial storage business but due to concerns on the establishment of a commercial use and due to the fact conversion from agricultural to commercial would require the facility meet all applicable commercial codes, including hard surfacing, the applicants withdrew the commercial portion of the request and changed the request to rezone the property to One and Two Family Residence District. The request of David Heideman to dedicate the existing private Belle Street as public Belle Street west of the existing public Belle Street just west of Ruby Drive. The Planning, Programming & Zoning Commission has recommended denial of the request. The area would have a negative impact on the area by setting precedent of the city accepting a private street that has not been built to public street standards as a public street. The street is already in existence as a private seal coat street and additional development can occur off the private street, or the property owner could upgrade the street to meet the standards of a public street before the city accepts it into the public street system. The city requires that no street is accepted into the public street system unless constructed to current standards. Eric Thorson, City Engineer, stated the street does not meet city standards, and there are miles and miles of private streets that are closer to meeting our standards than this request. With no further business before the council, it was moved by Gunderson, seconded by Cole that the meeting be adjourned at 8:16 a.m. Ayes: Seven. Motion carried. Nancy Eckert City Clerk
