Moved by Schmitt, seconded by Greenwood that the Agenda, as proposed, be approved. Ayes: Six. Absent: Welper. Motion carried. Mayor Hurley reviewed items on the Standing Committee agendas for Monday, May 15, 2006. Mayor Hurley reviewed items on the Council agenda for Monday, May 15, 2006 and the following items were discussed. Eric Thorson reported the F.Y. 2006 San Marnan Traffic Improvements — Phase III Project, Contract No. 702, involves construction of a crossover connection to the frontage road west of Hammond Avenue, right -turn lane for southbound Hammond Avenue to frontage road and traffic signalization upgrade for both Sears Street and Penneys Street intersection. The request of Diane Latusick with Lil' Jimmy O's Donut Shop for a minor site plan amendment at 128 West Ridgeway for the location of a temporary trailer was reviewed. Mayor Hurley noted that Ms. Latusick has been to the City Clerk's office to apply for a transit merchant license and was instructed she needs to acquire a transient merchant bond with the Secretary of State. Councilperson Greenwood asked that this item be set for a hearing. Councilperson Getty noted there are several other food trailers located throughout the city, and he has talked with Black Hawk County Health Department who said they are regulated by the State. The development agreement with Gilmor & Doyle was discussed. The Cedar Skyline Corporation worked with the city to redevelop the entire block portion which included a fallen smokestack, construction of the parking lot in the rear, and stabilization of the building shell. Gilmor & Doyle has redeveloped the building for professional offices. The redevelopment caused the taxable value of the building to increase from the January 1, 2003 value of $49,700.00 to a minimum of $300,000.00. This minimum value has been met since FY 2003, which would start the rebates contained in the development agreement. The city will be rebating Gilmor & Doyle taxes for FY 2003 though FY 2006 that equal $56,851.00. This would represent the rebatement for the first 4 years of the agreement for taxes previously paid by Gilmor & Doyle. The city would then rebate the FY 2007 taxes. The rebates are for the added value over the original $49,700.00 amount. The city policy allows for five years at 100 percent for improvements to existing buildings. Mayor Hurley reported the 28E Agreement with the Black Hawk County Board of Supervisors to provide fuel and vehicle maintenance to the Black Hawk County Health Department will increase the hourly rate to $42.00 per man hour and require the county to pay $.03 above the city's cost per gallon of fuel. With no further business before the council, it was moved by Gunderson, seconded by Cole that the meeting be adjourned at 8:24 a.m. Ayes: Six. Absent: Welper. Motion carried. Nancy Eckert City Clerk
