Moved by Gunderson, seconded by Greenwood that the Agenda, as proposed, be approved. Ayes: Five. Absent: Cole, Schmitt. Motion carried. Councilperson Welper reviewed Standing Committee agendas for Monday, November 13, 2006. Councilperson Kincaid now present at 8:02 a.m. Councilperson Welper reviewed items on the Council agenda for Monday, November 13, 2006, and the following items were discussed. 1. The request of Robert Messerer to purchase city -owned property located at the northwesterly corner of West 10`h Street and Jefferson Street and the request of Carl and Susan Spathe to purchase city -owned property located in the 200 block of Mullan Avenue. Noel Anderson, City Planner, reported that both items meet the city's Sale of Property Policy. Both items include a development agreement which has a timeline for starting construction and completion of construction. 2. The agreement with Craig Ritland for design services for the Waterloo Exposition Grounds, Phase I. Don Temeyer, Community Planning & Development Director, reported that WCD will pay the $36,000.00 fee for the services. 3. The request of the Fire Chief to sell the ladder and torque box portion of Platform 311 for $45,000.00 to Pierce Manufacturing. Chief Ned DeBerg reported that those items were purchased four or five years ago at a cost of a little over $100,000.00. 4. The purchase of a demo 2004 3-wheel hydraulic drive street sweeper from EDM Equipment at a cost of $105,500.00.. Mark Rice, Superintendent of Central Garage, reported purchasing a demo will save the city $40,000.00. The city will trade in a 1995 sweeper. Steve Decker, Superintendent of Streets, reported his department sweeps the streets into December, 24 hours per day, five days per week. With this purchase, the city will still have six street sweepers. 5. The East Park Avenue Ramp Renovation Project was discussed. Lou Cutwright, Building Official/Maintenance Administrator, reported that this is Phase I to stabilize the structure, with an estimated cost of $160,000.00. The cost for the total project is estimated at $1.6 million. Mr. Cutwright stated the entire project should be completed by the winter of 2007. With no further business before the council, it was moved by Getty, seconded by Greenwood that the meeting be adjourned at 8:11 a.m. Ayes: Five. Absent: Cole, Schmitt. Motion carried.
