Members absent: Cole. Moved by Welper, seconded by Gunderson that the Agenda, as proposed, be approved. Ayes: Five. Absent: Cole, Kincaid. Motion carried. Mayor Pro Tem Schmitt reviewed items on the Standing Committee agendas for meetings scheduled for Monday, December 11, 2006. Kincaid now present at 8:03 a.m. Mayor Pro Tem Schmitt reviewed items on the council agenda for Monday, December 11, 2006 and the following items were discussed. The consulting service agreements with Howard R. Green for the Downtown Hazardous Substance Assessment Grant Project and for the Downtown Petroleum Assessment Grant Project. The city has received two $200,000.00 grants from the EPA to assess the downtown area looking for old gas stations and leaking underground storage tanks. A report from Howard R. Green shows at least 54 buried storage tanks in the area. At one time, there were gas stations and dry cleaning businesses on these properties. The report will show the city where the tanks are located and the DNR will give the city an opinion as to whether the sites need to be cleaned up or not. It will be hard for a developer to obtain a bank loan until they can prove the site is not contaminated. Once we have the locations, the city can apply for grants to clean up the sites. The agreement with TallGrass Historians for professional services to provide a Section 106 evaluation of the Tech Works buildings. Two or three of the John Deere buildings could be listed as historical. A booklet will be produced that will show the history/information on John Deere from the John Boy to the present. The agreement with Mobile Money for the ATM machine at the Waterloo Airport. The Airport Board approved extension of the contract at a cost of $150.00 per month. The machine generates approximately $80.00 per month with the airport subsidizing the rest. The board feels the machine is in a visible location, just not enough traffic. The construction plans for the sanitary sewer serving Greenbelt Centre Plat No. 1 for the Maurer and Gold's Gym development. Some grading work has started on this project. The proposal packets for the sale and conveyance of property located at the southwesterly corner of West 10th and Jefferson Streets and sale and conveyance of two metal pole buildings at the corner of East 8th and Sycamore Streets. Planning staff has put together a proposal packet for each project.. When submitting the proposal, bidders will be required to include earnest money in the amount of $500.00, which is not refundable if the winning bidder does not start the project. Each bidder will be required to sign a development agreement which requires them to start construction within six months and completion of the project within 24 months. The bid proposal requires them to explain what their plans are for the property to make sure they fall within the city's sale of property guidelines.
