Members present: Mayor Hurley, Kincaid, Welper, Gunderson, Greenwood, Getty, Schmitt.
Members absent: Cole.
Moved by Schmitt, seconded by Kincaid that the Agenda, as proposed, be approved. Ayes: Six.
Absent: Cole. Motion carried.
Mark Rice, Superintendent of Central Garage, reviewed placement of advertisement on city
refuse trucks. The city owns five trucks, both rear load and automated side load with smooth
sides, and five trucks that have sign boards installed. Mr. Rice contacted Houck Advertising of
Minneapolis, Minnesota, currently contracted for MET Transit, and Admospheres Advertising of
the Quad Cities, which presently works with Moline, Illinois and a number of other
municipalities in Illinois. Houck Advertising has not gotten back to Mr. Rice.
The proposed contracting specifics for Admospheres Advertising would include turn key
revenue for the city, a five year contract, with shared revenue partnership with advertising
company. Mr. Rice would propose a 60/40 shared revenue with the company responsible for
repairs.
Admospheres would be responsible to provide turn key marketing, sale, brokering and project
management for the purpose of covering city -owned equipment with paid advertising via applied
vinyl. Admospheres would handle all billing, receivable, collections and payments to the city.
They would also handle all vinyl application, repairs and removal of vinyl.
The city would be responsible for approval of artwork to be applied and keep wrapped vehicles
cleaned on a regular basis.
Admospheres expects the Waterloo market to bring $2,500.00 to $3,000.00 per vehicle per year,
with five city trucks that would equate to $10,000.00 to $12,000.00 annually.
Mr. Rice requested the council authorize him to move forward in the negotiation process. Any
contracts would be brought back to the council for approval. Mr. Rice proposed that the Public
Works Committee be involved in approval of the artworks on the trucks.
Councilperson Welper noted that he approached Mayor Hurley in February with something
similar but larger size. Councilperson Welper recommended that first the city adopt a policy that
states what we will and will not allow to be advertised, subject matter, where advertisement can
be placed, etc.
Paul Huting, Leisure Services Director, explained that they have guidelines for advertising in the
agreements they have for Young Arena and the stadium and will get copies to Mayor Hurley.
Mayor Hurley will ask MET Transit for a copy of their policy regarding advertising on buses.
Mr. Rice will canvass other cities for their policies.
It was the consensus of the council to move forward. A committee will be created for the
purpose of creating .a written policy for the city.
With no further business before the council, it was moved by Schmitt, seconded by Gunderson
that the meeting be adjourned at 5:23 p.m. Ayes: Six. Absent: Cole. Motion carried.
