COUNCIL WORK SESSION
January 13, 2005

Council Chambers
Members present:: Kincaid, Cole, Clark, Gunderson, Schmitt, Welper, Greenwood
Moved by Gunderson, seconded by Cole the Agenda, as proposed, be approved. Ayes: Six.
Absent: Greenwood. Motion carried.
Items that are on the council agenda for Monday, January 18, 2005, were discussed with
department heads who have items on the agenda.
Greenwood now present at 8:05 a.m.
Mayor Pro Tem Welper reviewed the Standing Committee agendas for Monday, January 18,
2005.
Items discussed included:
1. Agreement with Iowa Depai tment of Economic Development for Housing Enterprise
Zone Program incentives for Cash Flow Financial Group, LLC dba My Own Home
for project located within a state certified Enterprise Zone. Two or three of the homes
will not have basement, but by state law the council cannot deny it because of no
basement. If we do not approve the agreement, the state will deny My Own Home's
application. Councilperson Gunderson stated he would like an attorney's opinion if
the council denies the agreement, it will open the city up to litigation. Some of the
homes are rental properties.
2. Professional Services Agreement with Earth Tech, Inc. to evaluate the existing
Sunnyside Watershed Study. Eric Thorson reported a detention pond will be needed
south of Ansborough Avenue due to the Highway 20/Ansborough Avenue
Interchange, and the city will need to acquire property for the detention pond.
With no further business before the council, it was moved by Cole, seconded by Clark that the
meeting be adjourned at 819 a.m. Ayes: Seven. Motion carried.
