HomeMy WebLinkAbout02.17.2005• • COUNCIL WORK SESSION February 17, 2005 8:00 a.m. Council Chambers Members present:: Mayor Hurley, Kincaid, Greenwood, Clark, Gunderson, Schmitt, Welper. Members absent: Cole. Moved by Welper, seconded by Kincaid that the Agenda, as proposed, be approved. Ayes: Six. Absent: Cole. Motion carried. Items that are on the council agenda for Monday, February 17, 2005, were discussed with department heads who have items on the agenda. Mayor Hurley reviewed the Standing Committee agendas for Monday, February 17, 2005. Items discussed included: 1. An application to the Iowa Department of Transportation for FY 2005 Air Service Development Program grant in the amount of $25,000 to be used for airport marketing, with no required match. 2. An ordinance adopting the 2003 edition of the International Property Maintenance Code . Mayor Hurley noted the ordinance has been setting on his desk, and there have been a number of council work sessions discussing the ordinance. There are not seven council members in favor of the ordinance. The newly adopted council goals include the adoption of the International Property Maintenance Code. Councilperson Welper stated he goes along with the concept, but the money is not there to help those who need help fixing up their homes, and there are no funds available for enforcement or legal staff. Councilperson Welper commented that even if the ordinance passes, it could fail. Mayor Hurley stated that we know we can't enforce the entire city all at once, so we will start in the Brownfields area and implement it in the entire city over two years. Mayor Hurley noted there is a provision for hardships. Councilperson Clark was concerned that without enough enforcement it would be selective enforcement. Councilperson Welper noted in some of the newer areas of town, the sidewalks are falling apart and fingers will be pointed at the city to go after those property owners. Councilperson Welper stated someone will always be in violation. Councilperson Schmitt suggested that we should call it code compliance, not code enforcement. With no further business before the council, it was moved by Welper, seconded by Clark that the meeting be adjourned at 8:25 a.m. Ayes: Six. Absent: Cole. Motion carried. Nancy Eckert City Clerk
