February 3, 2005
8:00 a.m.
Council Chambers
Members present: Mayor Hurley, Kincaid, Cole, Greenwood, Clark, Schmitt, Gunderson,
Welper.
Moved by Welper, seconded by Kincaid that the Agenda, as proposed, be approved. Ayes:
Seven. Motion carried.
Agenda items that have been placed on the council agenda of Monday, February 7, 2005 were
discussed with Department Heads.
Mayor Hurley reviewed items that are on the Standing Committee agendas.
Items discussed were:
1. CURA applications. There are 32 applications on the agenda.
2. The FY2006 budget process was discussed. Mayor Hurley is meeting with
department heads and hopes to be done with those meetings by the end of next week.
After those meetings, Mayor Hurley will prioritize and bring to the council. We need
to find a reduction of $1.3 million to stay within the $8.10 levy. If the budget comes
in at 3.1 percent increase, another $300,000 will need to be found.
3. Mayor Hurley updated the council on his visit to Des Moines yesterday and meetings
with the Legislators. The Iowa League of Cities has a proposal they will be
submitting to the Legislators, which includes holding the roll back at 50 percent.
4. Consensus of the council was for Mayor Hurley to continue meetings with
department heads and then bring the information to the council. Council members
discussed items the city has no control over such as pensions, health insurance and
salaries.
With no further business before the council, it was moved by Welper, seconded by Clark that the
meeting be adjourned at 8:42 p.m. Ayes: Seven.' Motion carried.
