Moved by Welper, seconded by Kincaid that the Agenda, as proposed, be approved. Ayes: Seven. Motion carried. Items that are on the council agenda for Monday, March 7, 2005, were discussed with department heads who have items on the agenda. Mayor Hurley reviewed the Standing Committee agendas for Monday, March 7, 2005. Moved by Gunderson, seconded by Greenwood that the Graphic Arts Designer position for Center For The Arts be added to the Human Resources Committee. Ayes: Six. Nays: Cole. Motion carried. Items discussed included: 1. Fire Chief is requesting to seek bids for laundry services for towels. The Fire Department currently has a one-year contract. The Police Department also has laundry service for towels. Lou Cutwright explained that the laundry services for uniforms with Aarmark was consolidated and saved approximately $14,000 per year. We have a seven year contract with Aarmark. Councilperson Cole asked if it would be cheaper for the Fire Department to purchase a washer and drier. The Fire Chief responded they checked on purchasing industrial washers and driers and it would take a long time for a pay back, including purchase of towels. Councilperson Greenwood stated he found that it was incredibly expensive to purchase rugs from Aarmark for his business, and they purchased good quality rugs and paid for themselves in ten months. Mayor Hurley pulled this request from the Finance agenda to allow time for further investigation. 2. The agreement with Allbee & Son Company to purchase the property located at 303 Jefferson Street at a cost of $467,369 was reviewed. The city would purchase it and could lease it out or use it as a city building. Noel Anderson stated that the current owner is having trouble leasing it because of the proposed Downtown Riverfront Renaissance Plan. In response to a question from Councilperson Greenwood, Mr. Anderson stated Allbee provided an appraisal for the building, but he believes the city did an appraisal review. Consensus was if we have not already had an appraisal review, it would be money well spent because of the purchase amount. With no further business before the council, it was moved by Welper, seconded by Clark that the meeting be adjourned at 8:33 a.m. Ayes: Seven. Motion carried. Nancy Eckert City Clerk
