Motion carried. Cole, Greenwood, Clark, Sc the Agenda, as proposed, be Councilperson Clark requested the work session to discuss the ongoing prc dumping used appliances, furniture, clothing, etc. for the St. Vincent DePaul Street. The city vacated the alley, a fence was installed and now people are d of the building next to the gate. Councilperson Welper stated that Sharon Spears informed him there ar numerous spots throughout the city where dumping takes place, and he feels if we go after S . Vincent DePaul, people will just dump somewhere else. Larry Smith, Assistant Superintendent of Waste Management Services, reported this has been an ongoing issue. St. Vincent DePaul only owns one foot of the property where the dumping is taking place, and the rest of the property is owned by Vose. Councilperson Clark stated he understands people are dumping all over the city, but he would like to remedy this problem or put them on a garbage route. Mayor Hurley suggested a camera be installed. Councilperson Clark suggested installation of a light and a 3' x 5' foot sign stating it is illegal dumping and include the amount of fine. Mr. Smith reported that a camera was used for two years, but the city never pros cuted one person. Councilperson Gunderson suggested changing the work hours for one Code En orcement Officer so they could work some nights and weekends. Anyone caught illegally d mping should be given a ticket with the $500.00 fine. Councilperson Welper stated he feel the city needs a transfer station, so people have a place to take their items or we will con 'nue to have this problem. Mr. Smith stated when the city cleans up private property, they n ally charge for this service. Councilperson Cole stated she would like to see it enforced by C de Enforcement, and that we may have to have a media circus for two weeks to get the wor out as we can't change human behavior. Councilperson Gunderson stated we have laws on t e books now we could use for illegal dumping, and he feels if we do this for one or two weeks a could help this area. Councilperson Kincaid noted there is illegal dumping on Willow Stree along Idaho and Louise Streets even though there is a street light in the area. Council Work Session May 9, 2005 Page 2 Mayor Hurley commented that it hurts the community at large because of the appearance, and all our sewer and garbage customers pay to clean up the area. Councilperson Welper stated he would like signs installed all over town telling people to put litter in its place. Mayor Hurley will get with the Building Official/Maintenance Administrator and Police Chief to put something together and bring back to the council.
