COUNCIL WORK SESSION
September 29, 2005

Members present: Mayor Hurley, Clark, Schmitt, Gunderson, Welper, Greenwood
Members absent: Cole Kincaid.
Moved by Welper, seconded by Gunderson that the Agenda, as proposed, be approved. Ayes:
Four. Absent: Cole, Greenwood, Kincaid. Motion carried.
Mayor Hurley reviewed the Standing Committee agendas scheduled for Monday, October 3,
2005.
Greenwood now present at 8:03 a.m.
Mayor Hurley reviewed agenda items that have been placed on the council agenda for Monday,
October 3, 2005 with Department Heads who have items on the agenda.
Items discussed:
1. City Engineer Eric Thorson discussed the sidewalk assessment process.
Discussion was heard on the cost of removal of tree roots and the cost.
Councilperson Greenwood noted that there is a cul de sac in his neighborhood and
the property owner has a vacant lot with no sidewalk. Councilperson Greenwood
asked if nothing is ever built on the property, will the property owner ever be
required to put in a sidewalk. Mr. Thorson responded there is usually language in
the deed of dedication which addresses sidewalks. The new requirement is if the
owner does anything with the lot, they are required to put in a sidewalk.
Councilperson Welper stated he has a neighbor who does not understand why the
city doesn't require every property owner in the city to have sidewalk in front of
their property. Mr. Thorson responded it has been a long time since the city did a
sidewalk assessment program for vacant lots or older neighborhoods that weren't
required to have a sidewalk when they were formed mainly because it is very
unpopular with the citizens.
With no further business before the council, it was moved by Welper, seconded by Gunderson
that the meeting be adjourned at 8:19 a.m. Ayes: Five. Absent: Cole, Kincaid. Motion carried.
