Moved by Gunderson, seconded by Kincaid that the Agenda, as proposed, be approved. Ayes: Five. Absent: Cole, Greenwood. Motion carried. Mayor Pro Tem Welper reviewed the Standing Committee agendas scheduled for Monday, September 26, 2005. Greenwood now present at 8:03 a.m. Mayor Pro Tem reviewed agenda items that have been placed on the council agenda for Monday, September 26, 2005 with Department Heads who have items on the agenda. Items discussed: 1. An ordinance prohibiting parking on the northeast side of the 1900 block of Easton Avenue. Letters were sent to 11 residents. Traffic Operations has received responses from four residents, with two in favor and two opposed to the change. Discussed if two-hour parking would solve the problem, but not enough staff to chalk tires and enforce the two hour parking 2. Installation of street lights in front of 310, 402 and 424 Conger Street. The street lights were requested by the Common Grounds Neighborhood Association. This is a long block with lights only at the intersections. 3. The site plan amendment for the northeasterly corner of Greyhound Drive and Highway 63 for purpose of construction of Gold's Gym and a convenience store. The area is properly zoned for these types of businesses. It has been anticipated commercial businesses such as hotels, convenience stores and restaurants would locate in this area. There are a couple of developers in the area and there could be some light industrial development. 4. Councilperson Greenwood discussed the private street A-B Avenue. A person called him who is building a $400,000 home in the area and is concerned the street will only be slurry material. Councilperson Greenwood suggested the city set standards for private streets before the development occurs. Don Temeyer, Community Planning and Development Director, responded the person would have bought the lot from the developer with the understanding it would be a private street and he would have to work with the developer to have water and sewer installed prior to construction of the home. This would be a private issue between the developer and buyer and the city would not be involved. With no further business before the council, it was moved by Gunderson, seconded by Kincaid that the meeting be adjourned at 8:25 a.m. Ayes: Six. Absent: Cole. Motion carried. Nancy Eckert City Clerk
