COUNCIL WORK SESSION
September 15, 2005

Members present: Mayor Hurley, Kincaid, Greenwood, Clark, Gunderson, Welper.
Members absent: Cole, Schmitt.
Moved by Welper, seconded by Kincaid that the Agenda, as proposed, be approved. Ayes:
Five. Absent: Cole, Schmitt. Motion carried.
Mayor Hurley reviewed the Standing Committee agendas scheduled for Monday, September 19,
2005.
Mayor Hurley reviewed agenda items that have been placed on the council agenda for Monday,
September 19, 2005 with Department Heads who have items on the agenda.
Items discussed:
1. Hearing on site plan amendment for Isle of Capri. Planning, Programming and
Zoning Commission passed the site plan amendment subject to agreement on the
access road.
2. Mayor Hurley explained the distribution of the one-time donation of $1 million
from Isle of Capri, with $500,000 to be used for the Youth Pavilion Project and
$500,000 to be used for the Riverfront Renaissance EXPO Project. There is
agreement between the city and members of the Waterloo Development Corp that
the $1 million be distributed as proposed. The Black Hawk Gaming Association
said it would approve what the city and Waterloo Development Corp agree to.
3. The agreement with U.S. Cellular to provide wireless communications services
for 13 cell phones with push -to -talk capabilities at a cost of $520.00 per month
and the purchase of 13 phones for $199.80. Lou Cutwight, Building
Official/Maintenance Administrator, explained the cell phones will replace the
radio -base system that is approximately 12 years old. The city spent
approximately $1,000 a few months ago to upgrade some of that equipment.
4. The ordinance to establish the mayor's salary at $66,000 per year and the
council's salary at $7,000 per year with an annual salary adjustment equal to the
percentage change in the Consumer Price Index for Urban Wager Earners and
Clerical Workers. Councilperson Clark noted he will oppose the ordinance
because we have been saying the intent of the ordinance is to attract qualified
candidates, and implementing the raise at this time is not going to change those
who are going to run for office in the November 8, 2005 municipal election
because they would have already made up their mind as to whether to run or not,
and it would not be based on the new salary. Councilperson Clark stated he
would support the ordinance if the raise didn't go into effect under January 2008,
and his is also opposed to any automatic raise as he feels any raise should always
be put in front of the citizens. Councilperson Gunderson noted that other cities
have the automatic raise in their ordinances. Councilperson Gunderson stated he
feels it is time for the council to step up to the plate and support the ordinance.
With no further business before the council, it was moved by Welper, seconded by Gunderson
that the meeting be adjourned at 8:23 a.m. Ayes: Five. Absent: Cole, Schmitt. Motion carried.
