HomeMy WebLinkAbout09.01.2005• • COUNCIL WORK SESSION September 1, 2005 8:00 a.m. Council Chambers Members present: Mayor Hurley, Cole, Greenwood, Clark, Schmitt, Gunderson, Welper. Members absent: Kincaid. Moved by Welper, seconded by Gunderson that the Agenda, as proposed, be approved. Ayes: Six. Absent: Kincaid. Motion carried. Mayor Hurley reviewed the Standing Committee agendas scheduled for Tuesday, September 6, 2005. Mayor Hurley reviewed agenda items that have been placed on the council agenda for Tuesday, September 6, 2005 with Department Heads who have items on the agenda. Items discussed: 1. Request of Fire Chief to hold annual MDA Boot Block on September 2-5, 2005. Since the council does not meet until September 6, council members present gave informal approval. 2. Award of the General Obligation Bond Demolition Contract. The contract includes alternate locations. Council discussed Richard Jones' property. 3. Agreement with Aramark Uniform Services to provide cleaning services for towels, mops and other supplies for Leisure Services Department. The contract has the same rates negotiated by the Building Official for other city departments. The contract represents a substantial savings for Leisure Services. The contract will expire in 2007 along with all other contracts with Aramark, which will allow the city to competitively bid the services. 4. Agreement with Howard R. Green Company to perform Phase I Environment Site Assessment of the former Rath Administration, Maintenance and Cooper Buildings. If the property is not sold, the council will eventually have to make a decision to demolish the buildings. 5. Agreement with Vandewalle & Associates to provide professional services for the Cedar Valley Tech Works. One-half the cost of the contract is provided through funds received from Isle of Capri. The contract is to market and develop the property. Howard R. Green will receive $5,000.00 per month for 12 months. 6. Agreement with State Historical Society of Iowa for a Historic Resource Development Program grant to develop a Comprehensive Historic Preservation Plan for the city. The last study was completed in 1995. The plan will look at the age of the buildings, review to see if the buildings have been altered or demolished. Councilperson Gunderson asked if the Compensation Board is ready to make a recommendation on the Mayor's salary. Bob Stringer, Human Resources Director, responded that a letter has been drafted for the chairperson. Mayor Hurley stated the recommendation could be on the September 12, 2005 council agenda. If council approves the recommendation, an ordinance would be placed on the September 19 council agenda. The ordinance must be completed by the end of October. Councilperson Welper commented that about three years ago the council talked about extending the CURA. Don Temeyer, Community Planning and Development Director, responded that a work session has been scheduled for September 19, 2005 to discuss this item. Council Work Session September 1, 2005 Page 2 • • Mayor Hurley reported that he sent an e-mail to council members with a suggested use of some of the remaining $1 million received from Isle of Capri and that he is looking for feedback from the council. With no further business before the council, it was moved by Gunderson, seconded by Welper that the meeting be adjourned at 8:30 a.m. Ayes: Six. Absent: Kincaid. Motion carried.
