HomeMy WebLinkAbout10.17.2005COUNCIL WORK SESSION October 17, 2005 5:00 p.m. Council Chambers Members present: Mayor Hurley, Kincaid, Clark, Schmitt, Gunderson, Welper. Members absent: Cole, Greenwood. Moved by Welper, seconded by Kincaid that the Agenda, as proposed, be approved. Ayes: Five. Absent: Cole, Greenwood. Motion carried. Don Temeyer, Community Planning and Development Director, reviewed the proposed Housing Tax Credit Endorsement Application Requirements. If a developer requests the council's endorsement for a tax credit housing project, they will be required to submit the following information: 1. A market feasibility study to determine the need for the project. 2. A written recommendation from the neighborhood. The developer shall have held a public forum inviting applicable recognized neighborhood representatives and all property owners within a 250' boundary area to discuss the details of their proposed project. 3. That the site for their proposed project is appropriately zoned for the proposed development. 4. A list which identifies the need for any additional assistance from the city (i.e. HOME funds, tax abatements, etc.). 5. A graphic perspective and site plan of the proposed site. The developer's proposed project will be reviewed according to its compatibility per neighborhood and staff recommendation to other surrounding developments. This compatible design criteria shall take into account, but not be limited to, density of dwelling development, aesthetics of other nearby residential such as roof pitch, exterior siding and facade materials, streetscape setup and landscaping, as well as orientation to road and abutting neighborhood layouts. 6. A traffic analysis that reviews the site and its impact on traffic conditions in the area. 7. That the developer has provided staff and council members proof of their ability to manage and properly run such developments to ensure that they have the management experience to maintain the project in a high quality manner and a safe suitable living environment. The request for endorsement with all the above information must be submitted to the Community Development office by November 4, 2005. Failure to meet the above criteria may be reason for the council to withhold their endorsement. An attempt to meet but ultimately not achieve all the above information will be evaluated per the circumstances of each request. Neighborhood recommendations will be weighted heavily in the granting of the council's endorsement. The council will reserve the right to make an endorsement on all, none, one or a portion of any applications presented. The city will reserve the right to request any additional information deemed appropriate to arrive at a decision. It was the consensus of the council to forward the requirements to the council agenda for approval. With no further business before the council, it was moved by Welper, seconded by Gunderson that the meeting be adjourned at 5:18 p.m. Ayes: Five. Absent: Cole, Greenwood. Motion carried.
