COUNCIL WORK SESSION
November 7, 2005

Members present: Mayor Hurley, Kincaid, Cole, Greenwood, Clark, Schmitt, Gunderson,
Welper.
Moved by Welper, seconded by Kincaid that the Agenda, as proposed, be approved. Ayes:
Seven. Motion carried.
Noel Anderson, City Planner, reviewed information received from Sterling Development and
ROSE of Waterloo for Tax Credit projects proposed for the city. Sterling Development is an 80-
unit senior development for duplexes units near the Super Target site off Bethel Street. ROSE of
Waterloo is a 64-unit assisted senior development at the block of the Mulberry Street Crossover.
Staff anticipates that John Foley will be submitting information on renovation of the Heritage
Homes sites located at 1306 W. Donald Street, 510 Oak Avenue & 154 Argyle Street, 65 Conger
Street, 314 Logan Avenue & 205 Argyle Street, 412-422 Dane Street and 1408-1416
Washington Street.
Mr. Anderson reviewed the following information submitted for each project: a market
feasibility study, neighborhood involvement/support, zoning, city incentives, site plan, traffic
analysis, and management abilities.
Resolutions will be placed on the November 14, 2005 council agenda requesting support of the
projects from the council for Tax Credits from the Iowa Finance Authority.
With no further business before the council, it was moved by Welper, seconded by Clark that the
meeting be adjourned at 5:27 p.m. Ayes: Seven. Motion carried.
