Moved by Welper, seconded by Kincaid that the Agenda, as proposed, be approved. Ayes: Seven. Motion carried. The purpose of the work session was to review revisions to the Historic Preservation Commission Ordinance. The Historic Preservation Commission and the Planning, Programming and Zoning Commission have recommended approval of the revised ordinance. The Historic Preservation Ordinance was first adopted in 1986 and has not been amended since 1988. The goal of the ordinance amendment is to update the ordinance to comply with state and federal regulations for historic preservation. Some of the proposed changes are: Commission Appointments: expands the representation of historic districts from one member per district to one-third of the membership. Commission Powers and Duties: allows for the review of proposed actions or activities of city regulation that may affect historic sites or districts. Alternation of Historic Sites and Districts: allows for the review of any proposed alternation including some external alternations that do not require a regulated permit, such as doors, windows, etc. Demolition: defines the process for demolition of a historic structure, which allows for the review of any proposed demolition that affects a building that is eligible for listing on the National Register of Historic Places and allows the commission up to six months to table or deny the request if a preservation plan is not submitted within 60 days of the application. Historic Landmarks and Districts: defines the process for identification and nominations of local historic landmarks and districts, which allows any person or organization to nominate a landmark or district (requires 51 percent of property owners in district). Certificate of Economic Hardship: allows a certificate of economic hardship to be issued for a local historic landmark or district after disapproval of a proposed alternation if the change would deprive the property owner of all reasonable economic return from the property. Historic Site Classification: removal of the "A, B or C" classification of historic sites, which is outdated and incorrect nomenclature and allows for purview over properties classified as local historic landmarks or districts (and eligible or listed properties on the National Register of Historic Places for demolition only). Mayor Hurley encouraged council members to familiarize themselves with the existing ordinance and proposed ordinance. Another work session will be scheduled for middle January and Historic Preservation Commission members will be invited. With no further business before the council, it was moved by Welper, seconded by Kincaid that the meeting be adjourned at 5:27 p.m. Ayes: Seven. Motion carried. Nancy Eckert City Clerk
