COUNCIL WORK SESSION
February 26, 2004

Council Chambers
Members present: Mayor Hurley, Kincaid, Cole, Greenwood, Clark, Schmitt, Gunderson,
Welper.
Moved by Welper, seconded by Kincaid that the Agenda, as proposed, be approved. Ayes:
Seven. Motion carried.
Agenda items that have been placed on the council agenda of Monday, March 1, 2004, were
discussed with Department Heads that have placed items on the agenda.
Standing Committee agenda items were discussed.
Council Members discussed adoption of the 2003 Edition of the International Building Code,
2003 Edition of International Residential Code for One and Two Family Dwellings and 1997
Uniform Code for Building Conservation. Lou Cutwright, Building Official/Maintenance
Administrator, will put together a press release and will work with Public Access to produce a
show on the changes. Mr. Cutwright reported that this is not a new ordinance but updates to the
code. The requirement for contractors to be licensed has been in placed since 1998.. The
licensing process takes about three weeks, and the exam is given six times per year. Our
building code is less restrictive than the City of Cedar Falls, but our ordinance is more restrictive
than Cedar Falls' ordinance. Mr. Cutwright stated that this ordinance is already in effect.
With no further business before the council, it was moved by Welper, seconded by Clark that the
meeting be adjourned at 8:20 a.m. Ayes: Seven. Motion carried.
