Members absent: Cole, Greenwood. Moved by Welper, seconded by Kincaid that the Agenda, as proposed, be approved. Ayes: Five. Absent: Cole, Greenwood. Motion carried. Agenda items that have been placed on the council agenda of Monday, February 23, 2004, were discussed with Department Heads that have placed items on the agenda. Standing Committee agenda items were discussed. Council Members discussed the rezoning request from Lockard Development to rezone property located west of 4th to Kimball Avenue north of Highway 20 and Ansborough to Kimball Avenue 1/4 mile south of Highway 20. This hearing was tabled on October 13, 2003. Residents are concerned with the number of C-P Planned Commercial designations in the proposed business park. Planning, Programming and Zoning Commission recommended one C-P designations, the contractor wanted three and residents would agree to one, depending on its location. A meeting was held with residents in the area. The developer is proposing to eliminate the one C-P designation on Jonathan, move two C-P designations to the B-P district, which allows for C-Ps. All new businesses would have to submit site plans to the Planning, Programming and Zoning Commission and receive approval from the council prior to any construction. It was suggested that business parks do better when amenities, such as restaurants, gas stations, etc., are located inside the business park. This is long-term development, which could take ten years to complete. The U.S. Highway 20 Interchange cannot proceed until the property is properly rezoned. Council Members discussed the second reading of the proposed ordinance regulating the Leisure Service Commission. Mayor Hurley updated the council on yesterday's trip to Des Moines for the League of Cities Legislative Day. Eight issues were presented by the League critical to cities, such as tax credits, hotel/motel tax, etc. The issue of the property tax credits looks like it could be approved because the legislature needs funds for their educational package. The elimination of the property tax credits could reduce the city's revenues by $1.4 million. With no further business before the council, it was moved by Welper, seconded by Gunderson that the meeting be adjourned at 8:31 a.m. Ayes: Five. Absent: Cole, Greenwood. Motion carried.
