COUNCIL WORK SESSION
March 11, 2004

Council Chambers
Members present: Mayor Hurley, Kincaid, Cole, Clark, Schmitt, Welper.
Members absent: Greenwood, Gunderson.
Moved by Welper, seconded by Kincaid that the Agenda, as proposed, be approved. Ayes:
Five. Absent: Greenwood, Gunderson. Motion carried.
Agenda items that have been placed on the council agenda of Monday, March 15, 2004, were
discussed with Department Heads that have placed items on the agenda.
Standing Committee agenda items were discussed.
Council Members discussed moving the hearing to April 5, 2004 on the proposed amendments to
the Comprehensive Plan to include updated Waterloo Downtown Redevelopment Master Plan.
An ordinance is on the agenda to extend the moratorium an additional 30 days on the
construction, development, redevelopment, remodeling or new construction within the Vision
Iowa Project area.
Council Members discussed the Iowa Department of Public Safety for OWI Prevention grant in
the amount of $21,000, with no required match. The grant is to be used to prevent the operation
of motor vehicles by intoxicated drivers, decrease alcohol -related traffic injuries and fatalities
and increase the use of occupant restraints. The Police Department will hold traffic stops to
check for these incidents.
With no further business before the council, it was moved by Welper, seconded by Cole that the
meeting be adjourned at 8:10 a.m. Ayes: Five. Absent: Greenwood, Gunderson. Motion
carried.
