COUNCIL WORK SESSION
April 8, 2004
8:00 a.m.
Council Chambers
Mayor Tim Hurley called the meeting to order at 8:24 a.m.
Members present: Mayor Hurley, Kincaid, Cole, Greenwood, Schmitt, Gunderson, Welper.
Members absent: Clark.
Moved by Kincaid, seconded by Schmitt that the Agenda, as proposed, be approved. Ayes: Six.
Absent: Clark. Motion carried.
Council Members reviewed items that have been placed on the council agenda of Monday, April
12, 2004 with Department Heads who have items on the agenda.
Mayor Hurley reviewed the Standing Committee agenda items.
Council Members discussed the City Hall Landscaping Project. The project has an estimated
cost of $26,750.00. Paul Huting, Leisure Services Director, indicated that a new plan has been
drawn for the project. The city has received a grant from MidAmerican Energy in the amount of
$7,000.00 which can be used for the project, but only can only be spent for shrubs and plants, not
labor or flowers. Mayor Hurley informed the council that he has been approached by a citizen
who is willing to donate $5,000.00 for an irrigation system and a non-profit organization has
volunteered to work on the plan. Mayor Hurley indicated that the Police Chief has applied for
grant which would cover security for City Hall and perhaps some of those funds could be used
for lighting.
Council Members discussed demolition of property for the 18th Street Bridge project and what
happens to furnishings in the buildings. Don Temeyer, Community Planning and Development
Director, explained that the contractor will be using that site for staging and as a construction
office. Mr. Temeyer indicated that normally the contract with the demolition contractor includes
they can keep any furnishings, which helps reduce the cost of our contract with them.
Council discussed the problem with blowing trash and overflowing dumpsters and the need to
enforce the ordinance. A work session will be scheduled to further discuss this issue.
With no further business before the council, it was moved by Welper, seconded by Cole that the
meeting be adjourned at 8:43 a.m. Ayes: Six. Absent: Clark. Motion carried.
