Members present: Mayor Pro Tem Welper, Kincaid, Cole Greenwood, Clark, Schmitt,
Gunderson.
Moved by Gunderson, seconded by Cole that the Agenda, as proposed, be approved. Ayes:
Seven. Motion carried.
Nancy Eckert, City Clerk, reviewed the proposed changes to the Transient Merchant Ordinance.
The definition of Transient Merchant will include any person who operates out of a vehicle
which is parked anywhere within the city limit. Language under peddlers and transient merchant
has been added to exempt selling subscription to newspapers and route delivery persons who
make deliveries at least weekly. The investigative fee has been increased from $5 to $10. A new
section 3-4C-4 has been added to require the transient merchant to provide to the city clerk
evidence that the applicant has filed a bond with the Secretary of State in accordance with
Chapter 9C of the Code of Iowa. All license fees have been doubled.
Councilperson Greenwood suggested that the license fee for the Transient Merchant be changed
to $200 per day. Councilperson Greenwood stated that as a business owner he pays local taxes,
donates money to charities, and he does not see any need to cater to these transient merchants
who come in for a day or two and then leave.
Councilperson Kincaid suggested that the license fee for peddlers be changed to $20 per month.
It was the consensus of the committee that the proposed changes to the Transient Merchant
Ordinance include license fees of $200 per day for transient merchants and $20 per month for
peddlers.
Moved by Gunderson, seconded by Kincaid that the proposed Transient Merchant Ordinance be
placed on the next council agenda. Ayes: Seven. Motion carried.
With no further business before the committee, it was moved by Gunderson, seconded by
Schmitt that the meeting be adjourned at 3:47 p.m. Ayes: Seven. Motion carried.
