Moved by Clark, seconded by Schmitt that the Agenda, as proposed, be approved. Ayes: Seven. Motion carried. Mary Swehla, President of the Waterloo Convention and Visitors Bureau, reviewed the recommendation from the Convention and Visitors Bureau Board of Director on the FY 2004- 2005 Hotel/Motel grant. Each board member submitted a list of fund recommendations for each grant applicant. Six grants were fully funded. Three requests will be funded from the Convention and Visitors Bureau budget. The remaining applicants received a percentage of their request amount. The Waterloo Jaycee requests for the Waterloo Open was denied as the application was delivered past the deadline. The Hotel/Motel Tax grant comes from the city's portion of the hotel/motel tax revenue. The city designated $120,000 for the grant. The Convention and Visitors Bureau Board is asked to review applications and forward its recommendation to the council for approval. Each applicant was evaluated and the board used the established criteria. The board looked at quality of life and the event's impact on the community. Typically, each applicant will request the maximum $10,000. The applicant has to explain what the grant will be used for, submit a proposed budget, indicate if other entities will fund the event and any in -kind services. The board looks at the need and if it is a logical amount to spend on that activity and analyzes what the event will do for economic development. Michelle Weidner, Chief Financial Officer, explained that $120,000 was awarded for the hotel/motel grant because the formula was changed to 20 percent of what the city collects from hotel/motel tax. The city budgeted $700,000, which would have given $140,000 for the grant, but the council approved holding $20,000 to build up the reserve, so that there is a pool by 2006 so we won't have to pro -rate every year. With no further business before the council, it was moved by Clark, seconded by Cole that the meeting be adjourned at 3:17 p.m. Ayes: Seven. Motion carried. Nancy Eckert City Clerk
