Members present: Cole, Greenwood, Clark, Schmitt, Gunderson, Welper, Kincaid.
Moved by Gunderson, seconded by Schmitt that the Agenda, as proposed, be approved. Ayes:
Six. Absent: Kincaid. Motion carried.
The request of the Superintendent of Waste Management Services for authorization to amend
Section 7-5B05, Notice to Property Owners, of the Weed Control Ordinance, to change the time
allowed for abatement by the property owner from five days to ten days was reviewed.
Kincaid now present at 4:31 p.m.
Amending the ordinance to allow for ten days would match the junk and other refuse referred to
in Chapter 4, Section 4-4-6 Junk and Junk Vehicles. This amendment would align the two very
relative situations and would not only give property owners a few more days to arrange
mowing/cleanup efforts but also would save the city and customer time and extra efforts.
Frequently by the time a property owner gets the city's notification, including holidays,
weekends and inclement weather conditions, the re-inspection/work order has been implemented.
Moved by Clark, seconded by Gunderson that said amendment to change the time allowed for
abatement by the property owner from five to ten days be forwarded to the full council. Ayes:
Seven. Motion carried.
The request of the Superintendent of Waste Management Services to amend Section 8-3A-2A.2
of Part 9 of the Sewer Ordinance to change the sewer rate for private wells from $46.20 to
$53.83 per quarter was reviewed. The fee change was inadvertently left off of the other fee
changes implemented in December 2002 for other customers. The private well customers are
billed based on average use using average household size. Moved by Gunderson, seconded by
Schmitt that said amendment changing the sewer rate for private wells from $46.20 to $53.83 per
quarter be forwarded to the full council. Ayes: Seven. Motion carried.
With no further business before the committee, it was moved by Gunderson, seconded by Clark
that the meeting be adjourned at 4:40 p.m. Ayes: Seven. Motion carried.
