COUNCIL WORK SESSION
August 12, 2004
7:30 a.m.
Council Chambers
Members present: Mayor Hurley, Kincaid, Cole, Clark, Schmitt, Welper}
Members absent: Greenwood, Gunderson.
Moved by Welper, seconded by Kincaid that the Agenda, as proposed, be approved.
Ayes: Five. Absent: Greenwood, Gunderson. Motion carried.
Gunderson now present at 7:34 a.m.
Mayor Hurley reviewed the Standing Committee agendas for Monday, August 16, 2004.
Items discussed included:
1. Discussion on NCN wishing to buy sidewalk along Winterbottom as part of
the renovation. Noel Anderson stated that some of these will not always be
going to Building and Grounds. If they meet the policy requirements, they
will then just be going straight to the Council. Also, Ramsey wants to buy
some land off Home Park for development of 12 additional residential lots.
2. Discussion of a Bosnian family wanting to open a bakery at 1948 Randolph.
Noel Anderson stated that there is a petition from neighbors opposing it, and it
will be back on the agenda next month.
3. Kincaid wants to bring dog ordinance back up to the table to vote on it and the
change he would like to see is that anytime a dog is on an owner's property
that it has to be on a leash. Mayor Hurley stated that he felt that the proposed
dog ordinance was brought to work session and he didn't feel there was
enough support at that time to bring it to the Council. Gunderson wants to see
a work session on it before going to Council. There was discussion about
mailmen getting to the property when the dog is on the property and loose and
problems animal control has with the dogs. It was decided by Mayor Hurley
to have a Work Session on Monday at 3:55 p.m. to continue the discussion of
the Animal Control Ordinance and Mr. Kincaid's proposal.
With no further business before the committee, it was moved by Welper, seconded by
Gunderson that the meeting be adjourned at 7:50 a.m. Ayes: Six. Absent: Greenwood.
Motion carried.
