Moved by Gunderson, seconded by Schmitt that the Agenda, as proposed, by approved. Ayes: Five. Absent: Kincaid, Greenwood. Motion carried. Greenwood now present at 8:01 a.m. Agenda items that have been placed on the council agenda of Monday, Septekmber 20, 2004 were reviewed with Department Heads who have placed items on the agenda. Kincaid now present at 8:03 a.m. Mayor Pro Tem Hurley reviewed Standing Committee agendas for Monday,; September 20, 2004. The following items were discussed: 1. The Building Official/Maintenance Administrator's request to upgra a the boiler at the Five Sullivan Brothers Convention Center at a cost of $33,000. This item was included in the proposal from Johnson Control for installation of new mechanics, but the whole project has been put on hold because of discussions with Ramada Inn owners. If the total project moves forward, this upgrade will be compatible. 2. Hearing on site plan amendment request and development agreement with R&B Enterprises, LTD, Corp. for property located at the southwest corner of Bishop Avenue and Martin Luther King, Jr. Drive just south of the Northeast Industrial District to construct 95,000 sq. ft. industrial buildings for a home manufacturin plant and show room. Closing documents will not be finalized until they have secur!d financing for the project. 3. The potential for the Cedar River to rise to 15 feet due to flooding in Minnesota. 4. Agreement with the U.S. Department of Transportation for Communty Air Services Development Program grant in the amount of $550,000, with required $100,000 match from the City. The match will be paid in a three-year period, with $80,000 in -kind, $10,000 Airport funds and $10,000 from the community. The grant will be used as follows: $300,000 for marketing, $100,000 for consultant fees and $150,000 set aside for revenue agreement with Northwest. 5. A press conference will be held today with the Under Secretary of Transportation declaring the Waterloo Airport as an Air Service Development Zone. We are working with the FAA to release restrictions on some of the airport property sp that the land is available for economic development. 6. Councilperson Kincaid asked about a manufactured home on N. Barclay and Oneida, which is on two lots. Lou Cutwright responded that if an owner title both lots together they can have the home on both lots. With no further business before the council, it was moved by Gunderson, seconded by Cole that the meeting be adjourned at 8:23 a.m. Ayes: Seven. Motion carried. Nancy Eckert City Clerk
