COUNCIL WORK SESSION

Members present: Kincaid, Cole, Greenwood, Clark, Schmitt, Gunderson, Welper.
Moved by Gunderson, seconded by Kincaid that the Agenda, as proposed, be J approved. Ayes:
Seven. Motion carried.
Kevin Blanshin from INRCOG updated the council on Prairie Pathways. The iconcept of Prairie
Pathways is to develop an interpretive project adjacent to the trail system that t.e11s the history of
the Cedar Valley area as it relates to culture, natural resources, transportation acid agriculture.
Mr. Blanshin reviewed the Prairie Pathways Historical Transportation Sites an Corridors. It has
taken two to five years to complete the master plan and develop guidelines. 1V aintenance will be
ongoing.
Twenty primary sites were identified for interpretation throughout the Cedar Valley, and these
are the primary focus of the plan.
Final sign design was reviewed, including Upright and Low Profile Exhibit and Site Markers.
Two signs are upright exhibits, 39 low profile exhibits and approximately 50 directional signs,
mile markers and safety signs.
Cost for the entire project is estimated at $500,000.00. This includes Fabrication, content
development, graphic layout, footing construction, installation and site amenities. The project
will be competitively bid. Funding sources include: federal and state funds, local funds and
sponsorship opportunities. Federal Enhancement funds in the amount of $1 60,000.00 is in the
MPO for 2006, which will require a local match.
Maintenance and replacement of the signs will require jurisdiction$l agreements and
public/private partnerships and responsibilities.
Benefits of the plan include education, tourism/marketing, diverse trail e*perience, promotes
multi jurisdiction cooperation, encourages private/public partnerships and' fosters community
pride.
Council discussed the placement of the letters to identify signs that will be Iocated in Waterloo.
The area has limited space. It was suggested that the city logo be used.
With no further business before the council, it was moved by Clark, seconded by Cole that the
meeting be adjourned at 4:09 p.m. Ayes: Seven. Motion carried.
