Members present: Clark, Schmitt, Gunderson, Welper, Kincaid.
Members absent: Cole, Greenwood.
Moved by Gunderson, seconded by Schmitt that the Agenda, as proposed, be approved. Ayes:
Five. Absent: Kincaid, Cole, Greenwood. Motion carried.
Agenda items that have been placed on the council agenda of Monday, October 18, 2004 were
reviewed with Department Heads who have placed items on the agenda.
Kincaid now present at 8:02 a.m.
Mayor Pro Tem Welper reviewed Standing Committee agendas for Monday, October 18, 2004.
Items discussed included:
1. The hearing on the amendment to the Zoning Ordinance as it pertains to creating a
definition of gaming facility and adding gaming facility as a permitted use in the "C-
P" Planned Commercial District and the "M-2,P" Planned Industrial District and a
special permitted use in the "M-2" Industrial District. The amendment will define a
gaming facility in the city's zoning ordinance and the zoning necessary for the
gaming facility.
2. The hearing on the request of Richard Helgeson to rezone from "R-2" One and Two
Family Residence District to "R-4,RP" Planned Residence District for property
generally located along Indiana Street between Lafayette and Dearborn Streets for the
purpose of constructing a 60-unit affordable assisted senior living facility. This
facility will offer a cafeteria plan. When needed by a tenant, nursing staff will be
available. Mr. Helgeson is also asking a letter of support from the council for his
application for tax credits.
3. Change Order No. 7 for an increase in the amount of $32,500.00 in conjunction with
the 18th Street Bridge and Approach Roadway, Contract No. 622. The change order
allows Peterson Contractors to remove three underground storage tanks with piping,
demolition of the building, canopies and two signs.
With no further business before the council, it was moved by Gunderson, seconded by Clark that
the meeting be adjourned at 8:11 a.m. Ayes: Five. Absent: Cole, Greenwood. Motion carried.
