HomeMy WebLinkAbout01.30.20037111111111111111111.11 COUNCIL WORK SESSION January 30, 2003 8:30 a.m. Council Chambers • Members present: Mayor Rooff, Kincaid, Welper, Clark, Jordan, Hurley, Getty. Moved by Getty, seconded by Welper that the Agenda, as proposed, be approved. Ayes: Six. Absent: Greenwood. Motion carried. Council met with Kim Majerus, the lobbyist representing Waterloo. Mayor Rooff reported that Michelle Weidner and Council Members will come up with a plan of work for Ms. Majerus. Certain legislature will impact Waterloo such as RUT, the economic development program being proposed by the Governor, and giving highways back to cities. Mayor Rooff appointed Councilpersons Kincaid, Hurley, Clark and Greenwood to serve on the committee. It was the consensus of the committee to meet twice a month at 8:30 a.m. Councilperson Getty stated he was in favor of a wheel tax for those who live outside Waterloo but work in Waterloo. Ms. Majerus reported that discussion by the Department of Transportation is to return roads back to cities. The average spent by the IDOT for maintenance of roads is $600.00 per mile per year. The state is offering $1,200.00 per mile to cities to take over the roads. Ms. Majerus explained the packet of information she receives daily. Ms. Majerus reported the Governor has appointed a committee of five to look at ways to streamline city/county government regarding judicial, DHS, AAA. The committee will meet and have a plan by next year. Ms. Majerus requested a copy of the 2003 Budget and the Council's Goals. Ms. Majerus suggested a packet be put together to give to local legislators. Discussion was heard on hosting a booth for the February 12, 2003 Legislation Day. Need to have representatives from Waterloo and also invite legislator representing Waterloo to attend the booth. Councilperson Hurley will contact the Convention & Visitors Bureau, Chamber of Commerce and Don Temeyer to see if they are preparing anything for the February 12 Legislation Day. Ms. Majerus reported she is e-mailing information on bills to the Mayor's office, which includes an explanation of the bill and priority of the bill. Jordan now absent at 9:10 a.m. Councilperson Getty reported that Don Temeyer, Noel Anderson and Melissa Edsill will be at the February 12 Legislation Day and will set up a booth for Waterloo. Ms. Majerus gave a packet of information for the City Clerk to distribute to the council, which includes names of legislators, addresses, telephone numbers, e-mail addresses and a list of committee members. Councilperson Getty stated he just wants an e-mail on the hot items so he can call the legislators. Ms. Majerus stated that the council needs to react right away to the bills while they are being discussed at the subcommittee levels and not wait until the bills are in the House. • 0Council Work Session January 30, 2003 Page 2 Ms. Majerus reported the number one item right now is the tax system. Ms. Majerus stated the council needs to let their representatives know they should not piece meal the tax system but to look at the whole system. The committee will be meet on the second and fourth Thursday of the month. Due to the February 12 Legislation Day, the next meeting will be on February 20, 2003 at 8:30 a.m. Councilperson Hurley will chair the committee. With no further business before the council, it was moved by Welper, seconded by Kincaid that the meeting be adjourned at 9:36 a.m. Ayes: Five. Absent: Greenwood, Jordan. Motion carried.
