Moved by Welper, seconded by Clark that the Agenda, as proposed, be approved. Ayes: Five. Absent: Jordan. Motion carried. Noel Anderson, Assistant City Planner, and Don Temeyer, City Planner, reviewed the changes to the Land Use Plan. Mr. Anderson reported that several changes to the Long Range Land Use Plan have taken place since the last work session with the council held on April 1, 2002. These changes were prompted by input from the public and discussions held at the Planning, Programming and Zoning Commission meetings. Several articles regarding the Comprehensive Plan Update were published in the Waterloo Courier and staff gave a radio broadcast regarding the Plan on KBBG. Mr. Anderson discussed the following public comments regarding the Plan. A single mixed -use designation is too broad and vague. In response, staff broke the mixed -use designation into three separate designations on the map. 1) Mixed -use residential with neighborhood commercial; 2) Mixed -use commercial with compatible residential; and 3) A Business Park designation, which would allow mixed -use commercial with compatible light industrial. Incorporation of the TAZ analysis into the Plan. Staff will add the TAZ (Transportation Analysis Zones) information, which was previously presented to the Planning Commission and represents a prediction of growth for the community based on land use designations, patterns, vacant land, zoning, etc. Having a flexible plan and not using the plan and map of the Comprehensive Plan as a zoning map. The map shows that the plan is intended to be a broad guide for development, not a strict blueprint without flexibility. Mr. Temeyer reported that this is the beginning of the official start of adoption of the plan. This plan incorporates all the areas in the city. Councilperson Hurley commended staff for a well -written plan. Councilperson Hurley asked why wouldn't the city want to use a strict blueprint rather than a broad guide. Mr. Temeyer responded that zoning decisions are strict decisions and include site plan. Councilperson Hurley asked how a broad guide would help the downtown. Mr. Temeyer responded that the plan sets priorities, but does not say downtown only area to be developed. In the downtown, we are looking at density. Mr. Anderson stated that the Enterprise Zone and CURA will help development of the downtown. It was the consensus of the council to forward the Long Range Land Use Plan to the full council. With no further business before the council, it was moved by Clark, seconded by Welper that the meeting be adjourned at 5:14 p.m. Ayes: five. Absent: Jordan. Motion carried. Nancy Eckert City Clerk
