Moved by Jordan, seconded by Clark that the Agenda, as proposed, be approved. Ayes: Seven. Motion carried. Council Members met to discuss the creation of a Compensation Board to review the mayor and council's salaries. Councilperson Welper reported that Jim Walsh has prepared a proposed ordinance for the council to review and make any changes. Councilperson Getty stated he has a problem with a compensation board and that council members knew what the salary was when they ran for office. Councilperson Jordan stated he has a problem voting for his own increase and asked if the new salary would take effect in 2006. Councilperson Hurley stated the council needs to look at the salaries so we attract good candidates for the offices. Councilperson Getty stated he would only be in favor of approving raises for those offices up for election. Mayor Rooff stated that this ordinance creates a compensation board who will make a recommendation to the council. The council can lower the recommended salary to zero if they want. Mayor Rooff stated this would be a body of citizens to look at salaries and it would be up to the council what they do with the recommendation. Councilperson Welper stated that with each council member and the mayor appointing a member, it would be an eight member board. Councilperson Welper suggested that maybe the mayor should be allowed to appoint two members so the board would not be an even number. Councilperson Jordan stated he would support the compensation board if the raises were staggered. Mayor Rooff suggested another work session be held with legal counsel in attendance. With no further business before the council, it was moved by Jordan, seconded by Welper that the meeting be adjourned at 4:59 p.m. Ayes: Seven. Motion carried. Nancy Eckert City Clerk
