HomeMy WebLinkAbout03.31.2003 (2)COUNCIL WORK SESSION March 31, 2003 4:30 p.m. Council Chambers Members present: Mayor Rooff, Kincaid, Welper, Greenwood, Clark, Jordan, Hurley, Getty. Moved by Welper, seconded by Hurley that the Agenda, as proposed, be approved. Ayes: Seven. Motion carried. June Watkins, Human Resources Director, reviewed the proposed Critical Municipal Employees Policy. Ms. Watkins presented a summary of residency policies for other Iowa cities. The council reviewed maps showing the towns covered within a 10 to 30 mile radius using the city limits and also using City Hall as the point of measurement. It was the consensus of the council that the policy require all new critical municipal employees to reside within a 15-mile radius of City Hall and Department Heads appointed after adoption of this policy be required to live within the city limits of Waterloo. All current critical municipal employees and Department Heads living outside the policy would be grandfathered in, but if those employees relocate their residence they will be required to comply with the new policy. Police Chief Tom Jennings suggested that the policy be kept as simple as possible, and that requiring critical municipal employees to live within 20 or 30 miles of City Hall would not cause his department any trouble. Fire Chief Ned DeBerg said he agrees it would be nice if everyone hired resided in Waterloo, but that 52 percent of his department lives outside of the city. Chief DeBerg stated that his concern would be that the city would have enough good candidates when hiring. Chief DeBerg stated the 15-mile requirement would work for his department. Ms. Watkins reported that new employees are given time to relocate, usually by the end of the probation period. The Critical Municipal Employees Policy will be placed on next week's council agenda. With no further business before the council, it was moved by Jordan, seconded by Clark that the meeting be adjourned at 4:50 p.m. Ayes: Seven. Motion carried. Nancy Eckert City Clerk
