Members present: Kincaid, Welper, Greenwood, Jordan, Hurley, Getty.
Members absent: Clark. Motion carried.
Moved by Jordan, seconded by Welper that the Agenda, as proposed, be approved. Ayes: Six.
Absent: Clark. Motion carried.
The council reviewed an ordinance creating a Compensation Board.
Councilperson Welper stated that how to compensate the mayor and council has been a problem
for a long time. The ordinance does not set the salaries, it just creates the board. The board will
come back with a recommendation to the council and the council will have to approve any raise.
Jim Walsh, City Attorney, stated that State statute only says the salary takes effect after the next
election, but the council can limit in the ordinance that the salary would only be for those up for
election.
Councilperson Getty stated he could support all councilpersons receiving a raise after the
election.
Councilperson Welper reported that Councilperson Clark was concerned with each council
member choosing a representative.
Councilperson Hurley stated he feels we should look at the long term of people setting at these
seats and what kind of skills and abilities we would want them to bring. Councilperson Hurley
stated it should not be a financial deterrent for the job. Councilperson Hurley stated it is
probably a 30 hour per week job and people should be compensated, especially the mayor.
Mr. Walsh suggested that the compensation board only make a recommendation on a raise, not
the date the raise would take effect as that would be up to the council.
Councilperson Getty asked Mr. Walsh to write an ordinance creating the board, with the board to
have one representative for each council member and two for the mayor's position, with each
council member choosing his representative.
Mr. Walsh stated that the board would probably have a preliminary meeting to receive data and a
second meeting to make a recommendation to the council.
With no further business before the council, it was moved by Greenwood, seconded by Jordan
that the meeting be adjourned at 5:16 p.m. Ayes: Six. Absent: Clark. Motion carried.
