COUNCIL WORK SESSION
April 7, 2003

Members present: Kincaid, Welper, Greenwood, Clark, Jordan, Hurley, Getty.
Moved by Welper, seconded by Clark that the Agenda, as proposed, be approved. Ayes: Six.
Absent: Jordan. Motion carried.
Michelle Weidner, Chief Financial Officer, reviewed the council's hotel/motel discretionary
funds. The current balance in the hotel/motel tax discretionary fund is $27,648.19.
Jordan now present at 4:03 p.m.
The council has received the following requests from agencies for hotel/motel discretionary
funds:

Grout Museum District $ 6,000 $20,000
Council has received letters from the Grout Museum District and the Waterloo Community
Playhouse regarding their allocations of hotel/motel tax funds. Waterloo Community Playhouse
received an allocation of $13,000 discretionary hotel/motel taxes this year, while Grout Museum
was allocated $20,000 for their Vision Iowa project. Ms. Weidner cautioned the council against
committing more hotel/motel discretionary funds than the balance currently available. Any
commitments made by the council reduce the city's undesignated fund balance when the
commitment is made, not when the funds are paid. This affects the city's financial position at
year-end. The Waterloo Municipal Band is a summer project, and it would aid their planning if a
commitment for that funding was made soon. The band has existed since 1915 and previously
was funded by the general fund. The Jaycees Fireworks Festival is scheduled to be held on July
5, 2003. The city should receive its fourth quarter installment of hotel/motel taxes just prior to
that date. The Waterloo Open is held later in July. The Grout Museum is requesting the $6,000
as soon as possible for their advertising campaign. There are currently not adequate funds to
commit to the Band, the Fireworks Festival and the Grout Museum campaign at this time.
Remaining requests should be addressed after we receive our fourth quarter payment.
Moved by Getty, seconded by Hurley that the request for hotel/motel discretionary funds from
Grout Museum in the amount of $6,000 and Waterloo Municipal Band in the amount of $21,000
be approved and forwarded to the full council. Ayes: Seven. Motion carried.
With no further business before the council, it was moved by Jordan, seconded by Hurley that the
meeting be adjourned at 4:10 p.m. Ayes: Seven. Motion carried.
