June 2, 2003
4:00 p.m.
Council Chambers
Members present: Mayor Rooff, Kincaid, Welper, Clark, Jordan, Hurley, Getty.
Members absent: Greenwood.
Moved by Jordan, seconded by Welper that the Agenda, as proposed, be approved. Ayes: Six.
Absent: Greenwood. Motion carried.
Mayor Rooff updated the council on the impact of the proposed legislation to our budget. Mayor
Rooff reported that Governor Vilsack signed the $60 million cuts in funds to cities, but he did a
line item veto to keep the homestead credit. The city will lose $1.2 million in revenue due to the
bills passed in this session. The House of Representatives will reconvene tomorrow and the
Senate has given them a cumbersome bill. The only thing that would help Iowa cities is if the
legislators give the cities the $40 million to be received from the federal government. The
Department Heads gave suggestions this morning. Mayor Rooff stated that he has had
conversation with Black Hawk County. Mayor Rooff stated that the $40 million funds given to
the state were specifically sent to help cities, but the Senate is looking at using this money for the
Iowa Values Fund. Everyone is asked to contact our legislators before tomorrow at 5:30 p.m.
Our levy is set and we have to make up the revenues. A work session will be held on Thursday
following the agenda meeting to discuss the final outcome of the legislation.
With no further business before the council, it was moved by Getty, seconded by Jordan that the
meeting be adjourned at 4:21 p.m. Ayes: Six. Absent: Greenwood. Motion carried.
