Mayor Pro Tem Harold Getty called the meeting to order at 4:55 p.m.
Members present: Kincaid, Welper, Greenwood, Clark, Jordan, Hurley, Getty.
Tim Shea, Superintendent of Waste Management Services, discussed seeking Requests for
Proposals for the 11 drop sites recycling program. Black Hawk Waste currently is the contractor
for the drop site service, which includes collection and maintenance. In calendar year 2002, it
cost the city $102,110.00 for the drop site service for collection of 1,534 pulls.
City Carton currently is the contractor for the processing and marketing of products. In calendar
year 2002, it cost the city $82,741.30 for the sorting of the material, with the city receiving
$34,588.60 for the market share of the profits, with a net of $48,182.70 for the processing and
marketing services. The total program costs $53.42 per ton or $150,293.43 per year.
Mr. Shea would like to seek Requests for Proposals for the drop site service and processing and
marketing services and develop a new scope of services.
It was the consensus of the council to proceed with the Requests for Proposals.
With no further business before the council, it was moved by Clark, seconded by Jordan that the
meeting be adjourned at 5:06 p.m. Ayes: Seven. Motion carried.
