Moved by Jordan, seconded by Welper that the Agenda, as proposed, be approved. Ayes: Six. Absent: Kincaid. Motion carried. The council discussed recycling yards and the process for licensing of recycling yards. Recycling Yard Owners were invited to attend. To engage in the business of a recycling yard in the city, the business must apply for a license and pay a license fee of $50.00 by May 1 of each calendar year. A bond in the amount of $1,000 must be filed with the City Clerk. Upon receipt of the application, bond and fee, the City Clerk notifies the Planning and Development Department, Fire Department and Black Hawk County Health Department. These departments are responsible for inspection of each recycling yard business prior to issuance of a license. Upon approval by the council, the license is issued for one year. Discussion was heard on the city's annual inspection process. The inspection process for the city is regulated by the Zoning Ordinance. Staff inspects the property and if any violations of the ordinance are n oted, t he b usiness i s i nformed. N o t icense i s i ssued until t he b usiness p asses inspection. Discussion was heard on cars parked outside of the business and enforcement of the junk cars ordinance. Owners of the recycling businesses reported that often times the cars parked outside of their businesses are cars that have just been dropped off and do not belong to the business. In addition, when vehicles are dropped off for recycling, it may take a day or two to move them through the process. Discussion was heard on the process to acquire a junk certificate from Black Hawk County Treasurer for disposing of junk vehicles. Mayor Rooff will appoint a committee to review the licensing and inspection process. The committee will consist of council members, city staff, recycling operators and staff from the Black Hawk County Health Department. With no further business before the council, it was moved by Getty, seconded by Jordan that the meeting be adjourned at 5:09 p.m. Ayes: Six. Absent: Kincaid. Motion carried. Nancy Eckert City Clerk
