COUNCIL WORK SESSION
August 11, 2003
4:15 p.m.
Council Chambers
Members present: Mayor Rooff, Welper, Clark, Jordan, Hurley, Getty, Greenwood.
Members absent: Kincaid.
Moved by Jordan, seconded by Welper that the Agenda, as proposed, be approved. Ayes: Five.
Absent: Kincaid, Greenwood. Motion carried.
Michelle Weidner, Chief Financial Officer, reported that the council has received requests in the
amount of $99,500.00 for discretionary hotel/motel tax funds. Organizations requesting funding
are the Waterloo Jaycees for Fireworks Festival and Waterloo Open, Waterloo Youth Hockey
Association, Waterloo Police Department, Iowa Open, National Cattle Congress, Waterloo
Community Playhouse and Grout Museum. The council currently has a balance of $82,712.37.
The city is not expected to receive funds to add to the allocation until approximately March
2004.
Mayor Rooff asked the council to only review the requests at this time. Mayor Rooff reported
that the Waterloo Open may be leaving the city.
Councilperson Hurley stated he was glad to see the allocation of $25,000 for the Police
Department on the list as it will help the department recoup its costs. Councilperson Hurley
stated that the council does not have a criteria to follow when awarded the discretionary funds.
Ms. Weidner stated that from an audit perspective we must use for tourism -related items.
Councilperson Hurley stated he would like some kind of process to follow when allocating the
discretionary funds, perhaps mimic the Convention & Visitors Bureau's criteria for awarding of
hotel/motel tax funds.
Councilperson Greenwood now present at 4:25 p.m.
Councilperson Getty reminded the council that requests come in throughout the year, and it
would be nice to have some of the funds available.
With no further business before the council, it was moved by Getty, seconded by Greenwood
that the meeting be adjourned at 4:27 p.m. Ayes: Six. Absent: Kincaid. Motion carried.
