Moved by Jordan, seconded by Welper that the Agenda, as proposed, be approved. Ayes: Six.
Absent: Greenwood. Motion carried.
Rudy Jones, Community Development Director, updated the council on the Lead Hazard Control
Grant award in the amount of $2,105,800 received by the city. The priorities of the grant include
assisting households that have children with high blood lead levels, re -inspecting homes of
children with elevated blood lead levels, and assisting homeowners in targeted neighborhoods to
make their home lead safe. Over 14 percent of the children tested since 1993 have elevated
blood lead levels. The estimate is to test 3,165 children during this grant using door-to-door
screening. Seventy-two percent of homes in targeted neighborhoods were built before 1970 and
the poverty rate is 16 percent.
Mr. Jones reviewed the time line for the grant. A work plan must be back to HUD by December
1, 2003. Requirements by the end of the quarter include: personnel hired, contract with Black
Hawk County Health Department and Letters of Agreement with non -profits completed, policies
and procedures completed, environmental review completed and release of funds completed.
These must be completed before the city can receive the grant package and draw down funds.
The objectives of the project include: reduce lead hazards in 120 homes, train and certify
contractors and workers in safe lead hazard work practices, provide information and educational
materials in multiple languages to educate parents and day care providers about lead hazards,
create a registry of lead safe housing, and continue screening children less than six years old.
Personnel funded through the grant include a Rehabilitation Manager, Rehabilitation Specialist
(new hire) and clerical support (new hire). The grant specifies that new personnel should be
hired in the first quarter of the grant, which would mean the two new positions should be in
placed by December 31.
Training for Block Grant staff members will include several trips to Washington, DC for
required training and several trips to Kansas City for staff training for required certification.
New computers, printers, laptop computer and projector for presentations and training sessions
will be required and equipment and materials for training contractors and workers, as well as
teachers and parents. Other direct costs include advertising, brochures and rent and per diem
for relocation.
With no further business before the council, it was moved by Welper, seconded by Kincaid that
the meeting be adjourned at 5:13 p.m. Ayes: Six. Absent: Greenwood. Motion carried.
