Members present: Mayor Rooff, Welper, Jordan, Hurley, Getty.
Members absent: Berry, Greenwood, Clark.
Moved by Jordan, seconded by Getty that the Agenda, as proposed, be approved. Ayes: Four.
Absent: Berry, Greenwood, Clark.
The proposed FY03 Budget for Building and Facilities Maintenance was discussed with Lou
Cutwright, Building Official/Maintenance Administrator. The following items were discussed:
1. Revenues are $110,000 lower than last year at this time.
2. Permits are required for plumbing, electrical, and building.
3. General Fund Department.
4. 1997 Building Code Fees.
5. Raising permit fees in relation to General Fund.
6. Reviewed proposed expenses. The budget includes additional funds for training.
7. The Building Code says the city can charge 60 percent of fees for plan review.
8. Cost $90.00 per square foot to build a new home.
9. Plan Review looks at how the design compares with the Building Code. Discussed
adopting fees for Plan Review. Staff currently provides Plan Review, but it is not
included in the fee.
10. The city has combination inspectors except for three residential inspectors.
11. Insurance Service Organization (ISO) rates Building Departments. ISO recommends
2 percent of budget be spent on education.
12. Reviewed the Building Department's Objectives.
13. Black Hawk County and LaPorte City contracts with city to provide inspection
services.
14. Reviewed Line Items and Proposed Revenues for the Building Department.
15. Reviewed Code Enforcement - includes salary increases for Code Enforcement
Officers.
16. Reviewed Facilities Maintenance.
17. Reviewed Five Sullivan Brothers Convention Center. Submitted $500,000 request
for CIP.
With no further business before the council, it was moved by Getty, seconded by Hurley that the
meeting be adjourned at 6:16 p.m. Ayes: Four. Absent: Berry, Greenwood, Clark. Motion
carried.
