COUNCIL WORK SESSION
February 6, 2002

Members present: Berry, Welper, Clark, Jordan, Hurley, Getty.
Members absent: Greenwood.
Moved by Jordan, seconded by Clark that the Agenda, as proposed, be approved. Ayes: Six.
Absent: Greenwood. Motion carried.
Michelle Weidner, Chief Financial Officer, reviewed the following items:
1. Budget Activity Description - Contains budget code, department head, general fund
and taxes to property.
2. Budget Planning and Preparation Booklet.
3. Chart of Accounts.
4. Draft of Departments Requests. The proposed requests from Department Heads puts
the levy at $19.56 or an increase of 9.9 percent from last year's levy of $17.80.
5. Equalization Order increased property value 18 percent.
6. State's Equalization is set at 51 percent of taxable value of property.
7. Departments requested 15 new positions compared to budgeted positions for FY02.
8. Levies.
9. Budget Comparisons.
10. Transfers In and Transfers Out.
11. Taxable Valuation.
12. Gas and Electric Utility Values and Affect on budget.
13. General Fund Levy of $8.10 per $1,000 of taxable value.
14. Increase Users Fees vs. Increase Taxes.
With no further business before the council, it was moved by Jordan, seconded by Berry that the
meeting be adjourned at 5:10 p.m. Ayes: Six. Absent: Greenwood. Motion carried.
