Moved by Jordan, seconded by Berry that the Agenda, as proposed, be approved. Ayes: Six. Absent: Getty. Motion carried. Mayor Rooff reviewed the budget process and the following items: 1. Equalization Order 2. State Rollback Figure Greenwood now present at 4:12 p.m. 3. Budget Packets to Department Heads - Department Heads have been instructed to be realistic with projected revenues and costs to operate department. 4. Insurance Costs 5. Overall Funds a. Sewer - User Fees - Proprietary or Enterprise Fund. City received $37 million federal grant and used $30 million bond money to build new facility. b. Garbage - User Fees - With automated garbage routes the number of employees has decreased from 22 to 11. c. Road Use Tax used for street sweeping, street repair, snow removal d. General Fund - Police and Fire make up 80 percent of General Fund. e. One Percent Local Option Tax - Approved to 2005 f. Community Development - Federal and State Funds, HOME funds g. Housing Authority - Federal funds used for Ridgeway Towers, Section 8, and Self -Sufficiency Program 6. Airport - City is authority, they cannot tax 7. Library Board is autonomous, they have a minimum levy 8. TIF - The city collects any increase in taxes except for school and county debt levy 9. Transfers of Funds - No legal restrictions on transfer of sewer and garbage funds. Clerk/Finance Department provides administrative services to Sewer and Garbage Departments. 10. Rebates vs. Abatements 11. General Fund as of June 30, 2001 had unreserved funds of $1.5 million. Councilperson Hurley asked where the greatest staffing needs are, and Mayor Rooff responded he does not want to strip public safety. RUT is down nine employees, Planning and Zoning Department is down one. There is currently about 20 unfilled positions in FY02 Budget. Mayor Rooff reviewed the following items: 1. Annual Building Permits 2. Valuation Trends 3. Diversification of Tax Base 4. Medium Home Sale Price 5. Black Hawk County Employment 6. Unemployment Rate Compensation 7. Retail Sales 8. GO and Sewer Debt 9. Property Tax Levy Trends 10. Employment Levels for City Staff With no further business before the council, it was moved by Jordan, seconded by Hurley that the meeting be adjourned at 5:38 p.m. Ayes: Six. Absent: Getty.
