Moved by Jordan, seconded by Clark that the Agenda, as proposed, be approved. Ayes: Five. Absent: Berry, Welper. Motion carried. Lou Cutwright, Building Official/Maintenance Administrator, updated the council on the Five Sullivan Brothers Convention Center. Berry now present at 4:17 p.m. VGM and the Waterloo Convention and Visitors Bureau have made it very clear that the condition of the Five Sullivan Brothers Convention Center is not good for attracting and keeping mid -size conventions in Waterloo. Mr. Cutwright presented the following improvements: Roof Replacement $200,000 Sound System Replacement $120,000 Restroom Renovation $380,000 Second Floor Carpet $ 80,000 Second Floor Decorating $ 50,000 Exhibit Hall Floor $ 20,000 Door Replacement $ 30,000 Entrance Brick Walk $ 60,000 Planter $ 20,000 Skywalk Glass $ 8,500 Total $768,500 Roof replacement is being designed and will be let in May 2002. The cost for the roof replacement will be funded through GO Bonds. The amount needed to complete the additional renovations is $768,500. Mr. Cutwright has requested $500,000 in Capital Improvements Program funds for the Five Sullivan Brothers Convention Center for FY 2003. Mr. Cutwright stated there are $257,000 in hotel/motel funds available in the Five Sullivan Brothers Convention Center Budget. Mr. Cutwright would like to see the full amount funded. This would mean by April 2003 the Convention Center would be pleasing to everyone entering its doors. Mr. Cutwright stated that the items will be let for bid by outside contractors as he would like the items to be designed and color coordinated. The air conditioner was replaced five years ago and the boilers are in good condition. Mr. Cutwright stated he feels the Five Sullivan Brothers Convention Center has deteriorated because Holiday Inn management does not keep things in good condition. The Holiday Inn is responsible for cleaning the facility. Mr. Cutwright recommends that once the building is in good condition that the city meet with Holiday Inn management on how the building needs to be kept up. Jim Walsh, City Attorney, stated that the city could sell the Five Sullivan Brothers Convention Center. The hotel depends on the Center to attract visitors. Mr. Walsh commented he does not know of any city that does not support its center. Councilperson Hurley suggested that the city talk to Green Scene regarding the planters, and Mr. Cutwright agreed to talk with them once improvements are completed. Mr. Cutwright stated that the Holiday Inn is suppose to take care of the skywalk, and he will invoice the Holiday Inn once the improvement to the skywalk is complete.
