COUNCIL WORK SESSION
March 1, 2002

Members present: Mayor Rooff, Welper, Greenwood, Clark, Jordan, Hurley, Getty.
Members absent: Berry.
Moved by Jordan, seconded by Welper that the Agenda, as proposed, be approved. Ayes: Six.
Absent: Berry. Motion carried.
Councilperson Getty stated he would like the council to go into Executive Session to discuss
labor negotiations.
City Attorney Jim Walsh stated that labor negotiations is an approved topic of Executive Session
per Iowa Code Section 20.17(3) (2001).
Moved by Getty, seconded by Jordan that the Council adjourn to Executive Session at 4:15 p.m..
Ayes: Six. Absent: Berry. Motion carried.
EXECUTIVE SESSION
Moved by Getty, seconded by Jordan that the Council adjourn Executive Session at 4:40 p.m.
Ayes: Six. Absent: Berry. Motion carried.
Discussed budget reductions which would place the levy at $18.78. The $18.78 levy would
increase a tax bill on a $100,000 home 5.99 percent and 8 percent in total property taxes
collected. If the council lowers the $18.78 levy by 1 percent, six positions would need to be
eliminated.
Reviewed levels of levies and effect on homeowners.
Discussed the projected Road Use Tax for FY03, which would require a reduction of ten
employees.
Reviewed budget reduction.
Discussed reducing KBBG funding by 10 percent.
The following levies were proposed:
Hurley - $19.07
Clark - $18.37 to $18.54
Getty - $18.72
Greenwood - $18.37
Welper - $19.07
Jordan - $18.19
Discussed levies and what services would be affected by certain levies.
Councilperson Welper would vote to increase taxes, but would like low-income citizens and
retirees to be given some type of assistance.
Councilperson Getty suggested reviewing public safety.
The following staffing reductions were suggested:
Councilperson Jordan would agree to staff reductions, but not in public safety. Councilperson
Clark would not support laying off employees, but would like to see number of employees
reduced by attrition. Councilperson Hurley and Councilperson Welper would not agree to
employee reduction. Councilperson Greenwood would agree to layoffs but not public safety
employees. Councilperson Getty would not agree to layoffs, but would agree through attrition
including public safety.

With no further business before the council, it was moved by Getty, seconded by Clark that the
meeting be adjourned at 6:25 p.m. Ayes: Six. Absent: Berry. Motion carried.
