Moved by Jordan, seconded by Welper that the Agenda, as proposed, be approved. Ayes: Seven. Motion carried. Wade Wagoner, Senior Planner, gave a power point presentation on the Comprehensive Long Range Land Use Plan. The Comprehensive Long Range Land Use Plan was last updated in 1987 and the map was last updated in 1993. The Plan defines relevant land use policies, sets direction for a community for a period of time and sets a course of future direction for community development. INRCOG and city staff attend Millennium plan and Riverfront Renaissance sessions and will conduct 10 to 15 special meetings that are open to the public. The public will also be notified of the proposed plan through newspaper articles. The Comprehensive Plan meets statutory requirements. Iowa Code Chapter 414 empowers local units of government to plan and regulate their physical development. The Code also requires that subdivision and urban renewal be consistent with a community's comprehensive plan. Elected officials and administrators must enforce land use tools and implement their plans uniformly and consistently. Municipal planning is becoming synonymous with the concepts of preventing or minimizing urban sprawl, protecting agricultural and other natural resources, establishing urban service areas and Smart Growth. Smart Growth is defined at the local level. How Smart Growth is defined was reviewed. Mr. Wagoner reviewed the Land Use Goals and Policies. Don Temeyer, City Planner, stated that the Planning, Programming and Zoning Commission will make a recommendation on the Comprehensive Plan and forward the Plan to the council for approval. Mr. Temeyer reported that staff is working with the Regional Council of Governments and is cognizant of what other cities' are proposing in their plans. Mr. Temeyer stated that the city needs to look at planing a larger commercial area by the proposed Highway 21 Interchange, south of Highway 20. Councilperson Berry commented that the part of the purpose of the plan is to promote growth in existing areas, and it seems like all the growth is at the Crossroads area. Mr. Temeyer responded that businesses like to cluster together. Councilperson Getty asked for an update on the construction and funding of the bike trails. Mr. Temeyer responded that the Sergeant Road Trail is being built now, River Road from 4°i Street to 18th Street on the east side is in the design phase and could be let this year. Mr. Temeyer reported that special meetings that are open to the public are planned to discuss the Comprehensive Plan. The Plan will also be presented at Neighborhood Association meetings. With no further business before the council, it was moved by Berry, seconded by Welper that the meeting be adjourned at 5:25 p.m. Ayes: Seven. Motion carried. Nancy Eckert City Clerk
