Moved by Jordan, seconded by Berry that the Agenda, as proposed, be approved. Ayes: Six. Absent: Greenwood. Motion carried. Don Temeyer, City Planner, reviewed the Capital Improvements Program for Fiscal Year 2003- 2007. Mr. Temeyer stated that the council received three separate documents pertaining to the program. The first document details the projects to be financed with the current bond issue according to bond hearing resolution and separates them by projects qualifying for essential corporate purposes, and those qualifying for general corporate purposes. The second document is a summary of all the projects in the five year plan sorted by departments. The final document is the detailed Capital Improvements Program sorted by project type. Mr. Temeyer stated that most of the items will be brought back to the council for approval prior to any expenditure. Mayor Rooff stated that the funds can be shifted from one project to another project, if eligible. Lou Cutwright, Building Official/Maintenance Administrator, reported that $150,000 has been requested in the CIP for swimming pool renovations. Byrnes Pool needs deck replacement and other improvements. Mr. Cutwright stated that approximately $210,000 has been spent on improvements to Byrnes and Gates Pools, with approximately $60,000 for painting of the pools. Mr. Cutwright stated that a new pool could cost between $900,000 and $1 million, and with the renovation at the pools, the city should receive an additional 15 years use of the pools. Mr. Temeyer explained the airport renovation. Michelle Weidner, Chief Financial Officer, distributed a copy of the five year property tax plan based on the Debt Service Levy.
