Moved by Jordan, seconded by Greenwood that the Agenda, as proposed, be approved. Ayes: Seven. Motion carried. Lou Cutwright, Building Official/Maintenance Administrator, updated the council on the maintenance agreement with Black Hawk County. Mr. Cutwright stated that since January many things have happened in the City and Black Hawk County maintenance that shows this type of agreement can work and does work. Mr. Cutwright stated he averages about 45 hours per week looking after Building Inspection, Code Enforcement and Building Maintenance for Black Hawk County and the City. Mr. Cutwright reported that the following items, above and beyond the daily routine of inspections, plan review, and maintenance, have been accomplished. BUILDING 1. Adoption of the 1999 National Electrical Code. 2. Adoption of the 2000 Uniform Plumbing Code. 3. Worked with Insurance Services Organization to maintain the city's high ISO rating. CODE ENFORCEMENT 1. Reorganized Code Enforcement by adding another staff member 2. Concentrated on the Maywood area for property cleanup. MAINTENANCE - CITY OF WATERLOO (Staff of 6) 1. Install new boiler at Fire Station. 2. Rebuild boiler at the Library. 3. Re -bid cleaning contract for city, savings to city was $8,000.00. 4. Bid roofing project for City of Waterloo buildings. • Five Sullivan Brothers Convention Center • Art Center • Library • Fire Station No. 3 • Fire Station No. 8 5. Work with Planning and Zoning finalizing Depot building for UNICUE. 6. Complete renovation of Gates Swimming Pool. 7. Partial renovation of Byrnes Pool. 8. Oversee Building Maintenance at Airport. 9. ADA Commission Ansborough/Falls Avenue sidewalk project. 10. ADA seminar in Kansas City. 11. Energy seminar in Cedar Rapids. MAINTENANCE - BLACK HAWK COUNTY (Staff of 24) 1. Revisit window installation in Courthouse. Leakage under warranty. 2. Black Hawk County Jail window bar problem - involves County Attorney and Department of Justice. 3. Bids and contracts for carpeting for: • County Attorney's area. • Conservator's office. • Pinecrest third floor D.H.S. 4. Special arrangement for education of staff on the "Bradley" system at jail. 5. Clean all fan coil units at Pinecrest. 6. Implement floor cleaning schedule at Courthouse, terrazzo floors and tile floors. 7. Research maintenance contract for x-ray scanner. Council Work Session July 1, 2002 Page 2 Mr. Cutwright reported the county is paying the city $1,465.62 per month for his services, of which he receives $665.60. Before accepting the Maintenance Administration position for the city, Mr. Cutwright was paid $51,785.00 as the Building Official. Because of the extra responsibility of complete maintenance administration, Mr. Cutwright's salary went to $62,285.00, a difference of $10,500.00. The city has 15 major buildings that fall under the Maintenance Department, plus the swimming pools and pump houses. The city is receiving $17,587.00 per year for the maintenance oversight of 5 county buildings, and Mr. Cutwright receives $7,987.00 of that amount. Mr. Cutwright stated that his function for the county is administration only, which requires him being in the county office about 1.5 hours per day. Mr. Cutwright stated that the agreement with Black Hawk County is working and is saving the taxpayers money. Councilperson Hurley asked Mr. Cutwright when his salary was increased $10,500.00 upon his appointment as Maintenance Administrator was the salary reduced for the Maintenance Supervisor, and Mr. Cutwright responded no. Mr. Cutwright stated most of his work at Black Hawk County is administrative work in the office giving direction to staff, and he seldom goes out to buildings and does little hands on maintenance. Councilperson Clark stated he has a lot of question regarding the contract with Black Hawk County, and he feels the city should get a higher reimbursement for Mr. Cutwright's salary. Councilperson Welper stated he feels the citizens are getting a better deal. Mr. Cutwright stated once a week he visits the Pinecrest building to talk to the Maintenance Supervisor. Mr. Cutwright stated he is the Maintenance Supervisor for the city, and that he is looking at a maintenance system where each person will have a specific job.
